The 10-Year-Old ICC
The International Criminal Court (ICC) was founded about the ten years ago. The purpose of ICC has found issued 20 arrest warrants and publicly indicted 28 people. Some military leaders or dictators, such as Thomas Lubango Dyilo and Laurent Gbagbo, have been found the guilty after being charged with murder, rape persecution and inhuman acts. Since 2002, more than 120 countries, have ratified the treaty, and three states: Israel, Sudan, and the United States, have not signed the Rome Statue (Japan Times, 1 April 2012). The problem is how to force the United States to following this Rome Statue. Who should take responsibility when over millions Iraqi that have been killed and injured? George W. Bush? Dick Cheney? Or Codolessa Rice?
