Japanese Inmates Making Their Donations

The Ministry of Justice announced that the 2,800 inmates all over Japan have donated total 21,560,000 yen to victims of the disaster area by the GEJE. The donation totaled from March 11 to April 10, about one month period. The most donation is Chiba prison with 2.31 million yen (359 inmates), Yokohama prison with 2.26 million yen (324 inmates), Kyoto prison 2.19 million yen (299 inmates). The money has been saved by every individual inmate who has accumulated by rewards in the prisons. The Japanese inmates have donated during Hanshin/Awaji earthquake in 1995 and Niigata earthquake in 2004.

Obama’s War-I

While the Great East Japan Earthquake hit the northeast region of Japan (GEJE), the tragedy has taken the attention away from the Middle East uprisings. Saudi Arabia has sent its troops to Bahrain to crackdown on anti-government protesters (Reuter 14 March 2011). Ironically, no western government, including the United States, has condemned action by Saudi Arabia (double-standard again). As the uprisings spread into Libya, the western media and governments began to call the leader of Libya (i.e., Qaddafi) to resign. The US convinced both China and Russia not to veto the UN resolution which allows the international community to attack sovereign nation Libya. Once Obama got the UN resolution, he began to launch more than 112 Tomhawk Cruise missiles ($1.0-1.5 million a piece) in the first hour (ABC News, 19 March 2011), along with Western nations (French and the U.K.). By the end of March, the US has spent near a billion dollars in bombing Libya. Currently, both the US and Western nations do not have deep pockets anymore. Therefore, the more the Obama war is continued, the more the deeper the US goes into deficit. The leader of Libya does not have a place to go; he might fight to the end. The question is, “will the US put its ground troops into Libya?”

Indiscriminating Killing by the Japanese Government

On 4 April 2011, the Nuclear and Industry Safety Agency under the jurisdiction of Ministry of Economy, Trade, and Industry (former MITI), began to consider pumping over 11,000-tons of radiation contaminated water into the Pacific Ocean. Both the government and bureaucrats have called the 11,000-tons radiative water as the low-level (i.e., Tepco's standard) contaminated water. It was around 15:00 o’clock. At 15:55 o’clock, the Safety Agency started its press conference regarding pumping contaminated water into the sea. At 16:00 o’clock, the Ministry of Foreign Affairs sent out a fax to every embassy in Tokyo. In three hours, Japan would begin to “indiscriminating killings” by dumping the radioactive contaminated water into the sea (Yomiuri Shimbun 9 April 2011). The fact of matter is that both the Korean and Russian governments knew the news from international media (probably my twitter which is making one of the first warnings), but not from the Japanese government. The Korean government expressed its anger by calling the Japanese government “incompetent” (Nikkei News 8 April 2011). The Chinese government also is not happy with what Japan had done (NHK News 8 April 2011). Interestingly, Secretary Edano Yukio acknowledged that Japan had informed to the White House three day before dumping contaminated water into the sea, the US acceded with actions by the Japanese government (Tokyo Shimbun 8 April 2011).

Two issues here: one is bureaucrat’s actions, and the other is involvement of the US. The Safety Agency, which is part of the “iron-triangle” in Japanese society, has played the crucial role in permitting the dumping of contaminated water into the sea. The other two parts of the “iron-triangle:” politician (the Japanese government) and businessmen (Tepco) pushed Tepco’s agenda -- dumping 11,000-ton radioactive contaminated water into seas. Meanwhile, in order to avoid international outcry and criticism, the Japanese politicians consulted with the US, which allowed the start of these “indiscriminating killings.” As long as the US is happy, the Japanese politicians do not care anyone else in the world. The Japanese government has less concern about its neighbors including Korea, China, and Russia, located in the Asian region. However, the Japanese government is carefully concerned about one hundred miles the US on the other side of the earth. This suggests that Japan has not grown up or become “independent” from his master – the US. All neighbor countries at the UN should be ready to sue the Japanese government in the future when people in other countries are getting sick, such leukemia, cancer, or death due to seafood from the water contaminated by Tepco because Japan has violated international law.

Sadly, today (21 April 2011) Tepco acknowledged that the reactor two had been leaked total 520-tons high-level  (about 5,000 terabecquerels) contaminated water (the leaks were found on April 2 and were stopped on April 6) into sea, in additional 11,000-tons so-called low-level contaminated water previously (Jiji Press 21 April 2011). These 520-tons high-level radioactive water estimated radioactive substances 20,000 times more than the annual allowable limit for the plant (Japan Times 22 April 2011), and 30,000 times more than the 11,000-tons so-called low-level contaminated water (Asahi News 21 April 2011).

The “Black” Money by Tokyo Electric Power Corporation

Since the nuclear disaster occurred, some scholars in Japan began to question the behavior of Tokyo Electric Power Corporation (Tepco) over the years. One of the scholars is Teruaki Georges Sumioka of Osaka Art University who published his article at Insight Now! ( on 27 March 2011. Dr. Sumioka disclosed that the most prestigious university in Japan, University of Tokyo, has been bribed (in name of donations in public) by Tepco providing than 86 lectures series for total 500 million yen (regarding the donation to the University of Tokyo lecture series data in details: see, The University of Tokyo is just the tip of the iceberg. Tepco’s money went to other universities, such as Keio University and Tokyo Institute of Technology. However, Nagasaki University (medical school) rejected the “black” money (about 90,000,000 yen) from Tepco after the election of new college president in Nagasaki.

“One Country, Two System” in Japan/Third-Class Politicians Only Provide the Third-Rate Policy-XXI

During the ongoing Great East Japan Earthquake (GEJE), people are wondering why don’t Japanese transfer electricity in the Kansai region (e.g., Kyoto, Osaka, and Kobe etc.) to the Kanto region (Tokyo, Kanagawa, Chiba, and Shizuoka etc.)? It is necessary to look back on history to understand the reason for this, Japan’s “one country, two systems” which has created an “iron triangle” – bureaucrats, businessmen, and politicians – for centuries. In 1886, when University of Tokyo was founded, electricity had started to be supplied in Meiji Japan, which was the heyday of modernization in Japanese history. As Japan won the battle against the Chinese in Sino-Japanese War in 1894, electric power companies began to fight for jurisdiction. In the end, Tokyo Electric bought a 50Hz-generator (which was built by AEG) from Germany while Osaka Electric bought a 60Hz-generator (which was built by GE) from the United States. As a result, the western part of country utilizes 60 Hz while the eastern part of country uses 50 Hz (TBS News 13 March 2011). Therefore, because of this greed of businessmen “one country, two systems” in Japan was formed. The division line between 50Hz and 60Hz was established at the Fuji River in Shizuoka Prefecture.
       It is understandable that the greedy businessmen were not concerned with the national security. In Japan, however, politicians are also to blame as they have not cared much about “one country, two systems” either. They have never thought to unify the two generator systems or even considered that a crisis such as that facing Japan today would ever come. As a result, the issue of unifying generator systems has never been the priority among politicians, bureaucrats, and businessmen. Consequently, Japanese citizens have been living under this “one country, two systems” for more than a century. Japan is not Afghanistan, nor Pakistan (both nations adopted both 50Hz and 60Hz systems). In fact, no single industrial nation except one nation -- Japan -- has the “one country, two systems.”

“Argentine law must be complied with by all, without exception,” stated Hector Timmerman, Foreign Minister of Argentina (Associate Press 18 February 2011). The Argentinian government seized a US Air Force C-17 cargo plane which landed on 10 February with nearly 1,000 cubic feet of military ammunition including sneak guns, GPS devices, and military equipment because the items were not declared on the custom declaration. Perhaps these sophisticated, technological, and powerful military equipment might become in active duty in the Southern Latin America. Usually, the C-17 carries Special Forces Teams.
