In 1996, when Washington dispatched two aircraft carriers including the USS Nimitz through the Taiwan Strait, Beijing decided to develop its “Carrier-Killer” missile – DF-21D. In 2010, news of the Chinese “Carrier-Killer” has been the top headline in both academia and with governmental officials including Admiral Robert Willard, the
navy’s commander the Pacific. “When US carries out an exercise on its own territory there is a lot of attention, but when the United Sates comes all the way across the Pacific for exercises with its allies, no one speaks about it in the same way.
