Taking Advantage of Victims-V
One month after Xinjiang unrest on July 5, the Chinese government decided to provide millions in yuan (one yuan = $6.8) renminbi to victims whose stores were ruined. Unfortunately, some local government officials began to pocket some money intended for victims. In some cases, the victim should have received 3,000 yuan for one sq. km. and instead only receive 2,000 yuan for one sq. km. Can bureaucrats do the right thing for victims?
